Responsibilities:

  • Analyse the sector workforce needs with respect to the manpower size and the skills required
  • Develop systems of job specifications, job profiling and performance andtraining standards
  • Manage the roll out of career awareness and information campaign to the targeted audience and develop system to monitor the key performance and results indicators
  • Working to achieve and implement the KPI monitoring and reporting method and system to report on progress of program
  • Collaborating and coordinating with other NLS team members to ensure that programs are co-ordinated and supporting each other
  • Actively engage with key stakeholder such as Ministry of Manpower, High Education Accreditation Council, Ministry of Commerce & Industry, universities/ colleges as well as others such as port/ airport operators, key supply chain logistics providers and private sector stakeholders
  • Ensure that the engagement with stakeholder works to create initial substantial improvements and achievement of targets as well implementing continuous improvement activities
  • Provide expert and specialist input in areas of people development, competency frameworks, skills assessment and human capital aspects
  • Working with Human Capital Program Manager in the implementation activities, including timelines and key dependencies for the human capital aspects of the strategy

 

Qualifications:

  • Must have a Bachelor’s Degree in Human Resources Management or related field

Experience:

  • Minimum of 3 years’ relevant experience

Knowledge/Skills:

  • Knowledge of and experience of Academic, industrial and vocational training.
  • Demonstrable experience of evaluating, designing and implementing vocational as well as academic programmes to serve the needs of industry
  • Familiarisation with international Academic and training organisations and should have demonstrable contact with several organisations
  • Direct knowledge and experience of training standards and best practices with ability to develop and implement frameworks for skills and performance growth
  • Experience of government education processes and standards
  • Comprehensive knowledge of approaches for managing and nurturing stakeholders’ relationships, developing professional network and writing stakeholders correspondences
  • Demonstrates thorough abilities and a track record of achievements
  • Developing work plans for a project component, understanding dependencies, maintaining project economics and keeping parties informed of progress and issues
  • Ability to work with minimal supervision and be able to identify critical instructions
